ABSTRACT

Resumen En este artículo proponemos visibilizar las estrategias de vinculación comunitaria de trabajadores/as de salud pública relativas a la producción del cuidado en el contexto crítico de la pandemia de la covid-19, signado por la profundización de la pobreza, la restricción de los servicios de salud y las tensiones del sistema sanitario en Argentina. Con un diseño metodológico cualitativo y enfoque etnográfico, entrevistamos a trabajadoras/es de distintas disciplinas, ocupaciones y géneros que se desempeñan en centros de salud y hospitales públicos en Mar del Plata y zonas rurales circundantes, entre los meses de marzo y diciembre de 2021. A partir de sus narrativas, analizamos las dimensiones de acceso a la alimentación, medicación y terapias holísticas, las dificultades encontradas y su contribución a la producción social del cuidado en salud. Concluimos que las estrategias generadas conllevan el potencial instituyente para la reorientación de los servicios públicos de salud de acuerdo con los desafíos del derecho a la salud desde la perspectiva de género y derechos en el tránsito a la postpandemia.


Abstract In this article we propose to make visible the strategies of community engagement of public health workers related to the production of care in the critical context of the covid-19 pandemic, marked by the deepening of poverty, the restriction of health services and the tensions of the health system in Argentina. With a qualitative methodological design and ethnographic approach, we interviewed workers from different disciplines, occupations and genders, who work in health centers and public hospitals in Mar del Plata and surrounding rural areas, between the months of March and December 2021. Based on their narratives, we analyze the dimensions of access to food, medication and holistic therapies, the difficulties encountered and their contribution to the social production of health care. We conclude that the strategies generated carry the instituting potential for the reorientation of public health services in accordance with the challenges of the right to health from the perspective of gender and rights in the transition to the post-pandemic.

ABSTRACT

The objective of this article is to describe the impact of the COVID-19 pandemic on the implementation of the RoMoMatter project, using a community-based participatory action research methodology, in Córdoba (Spain). Five academic researchers and 30 community members participated. Individual interviews, focus groups and field notes were used as data collection techniques. The interviews were audio-recorded with the consent of the participants and transcribed verbatim. The information collected was coded using Atlas Ti software. The efforts of adaptation to the new pandemic scenario made by the participants and the technical and emotional support role played by the adaptation team are highlighted. It is concluded that the main impact of the pandemic was evidenced in the participatory process of all the people involved, and in the format and number of activities.

ABSTRACT

OBJECTIVE: To identify the driving and inhibiting factors and to find a prototype of community involvement in the COVID-19 vaccine. METHOD: Data sources from PubMed database, Google Scholar, Web of Science, and ProQuest. The data were obtained based on searches using the keyword COVID-19 (n=11,.599), focusing on community acceptance (n=813), community involvement (n=86), and types of articles (n=46). Articles that meet the inclusion criteria are seven, and the data were analyzed with ATLAS Ti.9 software. RESULTS: Engagement and driving factors have the highest correlation (0.38). The drivers, perceptions of vulnerability, and inhibiting factors determine community involvement. The perception of exposure can be a supporting or inhibiting factor influenced by information reinforcement. CONCLUSIONS: Strengthening positive information can alter the sense of community vulnerability, making it a driving force for participation in the COVID-19 vaccine campaign. This finding is an appropriate strategy to expand the reach and resolve public doubts about accepting the vaccine.

ABSTRACT

Durante el segundo año de la pandemia COVID-19 y la continuidad de las clases remotas en las universidades públicas, se considera que la participación activa y eficiente de los estudiantes en las actividades académicas es de notable importancia para su normal desarrollo integral. En ese contexto, la presente investigación busca analizar los factores que afectan la participación activa de los estudiantes en la Universidad Nacional de Educación (UNE). Para ello, se recogen datos de una nuestra de 104 estudiantes del Departamento Académico de Electrónica y Telemática, quienes tuvieron ninguna o poca participación activa en las clases en tiempos de pandemia;se excluye a los estudiantes que tuvieron una partición regular o buena. Los resultados muestran que los principales factores son el acceso al uso de las tecnologías de la información, la disponibilidad de tiempo, las actitudes y habilidades de trabajo en la modalidad virtual.Alternate : During the second year of the COVID-19 pandemic and the continuity of remote classes in public universities, it is considered that the active and efficient participation of students in academic activities is of considerable importance for their normal comprehensive development. In this context, the research seeks to analyze the factors that anticipate the active participation of students in the National University of Education (UNE). To do this, data is collected from one of our 104 students from the Academic Department of Electronics and Telematics, who had no or little active participation in classes in times of pandemic;students who had a fair or good division are excluded. The results show that the main factors are access to the use of information technologies, time availability, attitudes and work skills in the virtual modality.

ABSTRACT

Los días 15 y 16 de octubre del año 2020, en el marco de los proyectos de investigación del Plan Nacional I+D+I "Atracción del talento, innovación y creatividad para el desarrollo inteligente de la ciudad-región de Madrid” y "Sostenibilidad social, conectividad global y economía creativa como estrategias de desarrollo en el Área Metropolitana de Valencia”, se celebró el seminario de investigación "Estrategias, espacios y redes para la innovación urbana”. Unas jornadas organizadas por la Universidad de Complutense de Madrid y el espacio de innovación ‘La Nave' del Ayuntamiento de esta ciudad. La oportunidad del evento merece, sin lugar a dudas, la edición de un libro resumen de carácter colectivo. Reúne la contribución de diversos especialistas en torno al pasado reciente, presente y sobre todo el futuro que seguramente le espera a la innovación en las regiones y ciudades del siglo XXI. En realidad, se trata de una edición de bolsillo que recopila de forma sintética, la imposibilidad de desligar el macroconcepto de la innovación y la inteligencia, de otros factores espaciales y que normalmente se concretan en áreas metropolitanas y ahora también en el corazón de las ciudades. La obra se estructura a partir de una introducción inicial y un capítulo final de conclusiones, para dejar en su nudo una selección de casos focalizados en distintas ciudades que están planteando sus estrategias innovadoras. La publicación tampoco olvida seleccionar una colección de temáticas que son entendidas como clave, para la mejor comprensión del mundo y de la innovación en un contexto de crisis casi permanente. No hay que olvidar, según los autores, que la innovación surge con más facilidad en tiempos o coyunturas de máxima dificultad como es el actual. Una publicación que contextualiza los riesgos de no apostar, o de no contar con los necesarios procesos de innovación que marcan las oportunidades en una liga de ciudades mundial que pugnan por ser más sostenibles, competitivas y socialmente justas.Palabras clave: innovación social, creatividad, startup, gobernanza, participación, solidaridad, ciudad, región, smart city, tecnología, inversión, capital humano, empresas, calidad de vida, clúster, economía, solución, creatividad, crisis, COVID.

ABSTRACT

El objetivo del artículo es encaminar una reflexión crítica y decolonial sobre los desafíos y las alternativas de la gobernanza del riesgo en el contexto de la pandemia por el virus SARS-CoV-2. El documento inicia con una invitación a pensar la actual crisis del multilateralismo como primer paso para problematizar el surgimiento del Covid-19 y sus efectos en los marcos institucionales de la política global. Para entender las implicaciones de la pandemia en la configuración de los esquemas de gobernanza actuales, se hace referencia a un conjunto de literatura sobre riesgo e incertidumbre en períodos caracterizados por la emergencia de las transiciones sostenibles. Se profundiza en la idea de geografía de conocimiento, colocada por la ecología política, para exponer las imbricaciones profundas entre la colonialidad del saber y la construcción de conocimiento sobre gobernanza del riesgo. Desde el punto de vista de su abordaje teórico-metodológico, entendemos esta reflexión como “siendo parte” de un ejercicio de imaginación sociológica que busca contribuir a la construcción de futuros posibles, en los que se disponga de espacios seguros para la reproducción de la vida y la biodiversidad. De lo que se trata es de promover relaciones distintas entre ciencias, conocimientos y saberes, con el objetivo de garantizar el ejercicio de prácticas ciudadanas y subjetividades diversas, en un contexto pluralista y de pleno reconocimiento de derechos. Como parte de las consideraciones finales se argumenta que el Covid-19 representa una oportunidad importante para pensar en un nuevo cosmopolitismo ambiental, en capacidad de conducir estas ideas al terreno político por medio de los movimientos sociales que podrían estar tomando forma en la atención local de la emergencia.Alternate : The paper aims to guide a critical and decolonial reflection on the challenges and alternatives of risk governance in the context of the SARS-CoV-2 virus pandemic that may contribute to improving sustainable development policy. We propose the current crisis of multilateralism as a first step to problematize the emergence of Covid-19 and its effects on the institutional frameworks of global policy. A sustainable transition approach is used to understand the implications of the pandemic in the configuration of current governance schemes, by focusing on risk and uncertainty issues during critical periods. The idea of ​​geography of knowledge, established by political ecology, is explored to expose the deep entanglements between the coloniality of knowledge and the construction of knowledge on risk governance. These analytical tools are key in the study of sustainability and its implications for participation and social inclusion on development processes. From the point of view of its theoretical-methodological approach, we understand this reflection as “being part” of an exercise of sociological imagination that seeks to contribute to the construction of possible futures, in which there are safe spaces for the reproduction of life and biodiversity. The reconfiguration of public spaces for deliberation and collective actions needs to be considered in order to improve this debate. New relationships between science, formal knowledge and local knowledge should be considered in order to guarantee the exercise of civic practices and diverse subjectivities, in a pluralistic context with full recognition of rights. As part of the final considerations, it is argued that Covid-19 presents an important opportunity to think about a new environmental cosmopolitanism, able to address these ideas to the political arena through social movements.

Related Articles In recent years, the EU's ability to mobilize European citizens in its favor and counteract such phenomena as nationalism, populism, and “sovereignism” has significantly decreased. Consequently, the suggestion has been made that the EU's social dimension should be enhanced and its citizenship be made more salient in that regard. En consecuencia, se ha sugerido que se mejore la dimensión social de la UE y que su ciudadanía se haga más prominente en ese sentido. La crisis sanitaria obligó a vincularnos virtualmente, sin conocer las posibilidades para el intercambio de significados digitales, representación de experiencias y movilización de relaciones interpersonales. Desde una perspectiva pedagógica, semiótica y social, este estudio analiza una sesión de un taller virtual con nueve estudiantes secundarios de tres escuelas chilenas, preguntándose sobre cómo se materializó la participación de las y los jóvenes. Con herramientas de la multimodalidad se analiza un corpus audiovisual de una cartografía virtual de espacios educativos. Se visibilizan los recursos disponibles para la participación virtual y las maneras en que fueron usados para compartir significados individuales y generar solidaridad co-construyendo relatos de inclusión/exclusión escolar.


Abstract (analytical) Students lack spaces that evaluate their experiences of inclusion/exclusion in school. The health cri-sis forced us to interact online and at first we were not aware of the resources available for the ex-change of digital meanings, representation of experiences and formation of interpersonal relation-ships. Using a pedagogical, semiotic and social approach, this study analyzes the results of an online workshop attended by nine secondary students from three Chilean schools. The aim was to identify the means and resources that facilitated student participation in online environments. Using multi-modal tools, an audiovisual corpus consisting of an Online Cartography of Educational Spaces is explored by the authors. The resources available for online participation were shared by participants. In addition, the article describes semiotic mechanisms for sharing individual meanings and developing solidarity by co-constructing stories about inclusion/exclusion in the classroom.


Resumo (analítico) Os alunos e alunas não têm espaços para avaliar suas experiências de inclusão/exclusão escolar. A crise de saúde pela Covid-19 obrigou as pessoas a termos uma interação virtual, sem conhecer os recursos disponíveis para a troca de significados digitais, a representação de experiências e o desenvolvimento das relações interpessoais. Do ponto de vista pedagógico, semiótico e social, este estudo analisa uma sessão de oficina virtual com nove alunos e alunas do ensino médio de três es-colas chilenas. A pesquisa foca em identificar os significados y recursos que auxiliam a participação dos e das estudantes. Utilizando ferramentas multimodais, foi analisado um corpus audiovisual de uma Cartografia Virtual de Espaços Educacionais. Assim, este estudo mostra os recursos disponíveis para a participação virtual e as formas como foram utilizados para compartilhar significados desde a experiência pessoal, além de promover a solidariedade através da co-construção de relatos de inclusão/exclusão escolar.

ABSTRACT

El potencial de transformación comunitaria que tiene la participación juvenil se reconoce cada vez más en el ámbito político-práctico-académico. El artículo analiza el aprendizaje metodológico de nuestro proyecto digital participativo basado en la música y las artes con jóvenes afrocolombianos e indígenas en Quibdó-Colombia, una zona afectada por el conflicto, la violencia y la marginación sistémica. Presentando la metodología digital coproducida, reflexionamos sobre los desafíos y oportunidades que surgen al involucrar jóvenes en geografías marginadas a través de formas creativas y digitales de participación. Cuando el COVID-19 ha destacado los desafíos de la exclusión digital a nivel mundial, nuestros hallazgos aportan consideraciones prácticas para planificar proyectos digitales inclusivos con jóvenes en marginalidad, resaltando la necesidad de la contextualización relevante en los enfoques metodológicos y pedagógicos, y la aproximación transdisciplinar de los equipos pedagógicos para aprovechar el potencial de la música y las artes en el fomento de la participación juvenil.Alternate : The potential for community transformation that youth participation has is increasingly recognized in the political-practical-academic sphere. The article analyzes the methodological learning of our participatory digital project based on music and the arts with Afro-Colombian and indigenous youth in Quibdó-Colombia, an area affected by conflict, violence and systemic marginalization. Presenting the co-produced digital methodology, we reflect on the challenges and opportunities that arise from engaging youth in marginalized geographies through creative and digital forms of engagement. When COVID-19 has highlighted the challenges of digital exclusion worldwide, our findings provide practical considerations to plan inclusive digital projects with marginalized youth, highlighting the need for relevant contextualization in methodological and pedagogical approaches, and the transdisciplinary approach. of pedagogical teams to harness the potential of music and the arts in fostering youth participation.Alternate : O potencial que a participação juvenil tem de transformação da comunidade está cada vez mais sendo reconhecido na esfera político-prática-acadêmica. Este artigo analisa o aprendizado metodológico de nosso projeto digital participativo baseado na música e nas artes com jovens afro-colombianos e indígenas em Quibdó-Colômbia, uma área afetada por conflitos, violência e marginalização sistêmica. Apresentando a metodologia digital coproduzida, refletimos sobre os desafios e as oportunidades que surgem do engajamento de jovens em geografias marginalizadas por meio de formas criativas e digitais de engajamento. Diante dos desafios da exclusão digital evidenciado pelo COVID-19 em todo o mundo, nossos resultados fornecem considerações práticas no planejamento de projetos digitais inclusivos com jovens marginalizados, destacando-se a necessidade de contextualização relevante em abordagens metodológicas e pedagógicas, além da abordagem transdisciplinar de equipes pedagógicas para aproveitar o potencial da música e das artes na promoção da participação juvenil.

ABSTRACT

Este artículo muestra resultados de la experiencia de investigación-sistematización de una metodología de acción comunitaria participativa que hace unos años se aplicó en dos barrios ―Loma Linda y la Capilla―, del municipio de Soacha, departamento de Cundinamarca (Colombia). En esa época, el proyecto se inició como formación práctica para estudiantes que participaron en ella. La experiencia recoge la práctica en responsabilidad social Construyendo Comunidad de UNIMINUTO y la metodología de acompañamiento uno a uno de la Pastoral Social Caritas, que fue aplicada con familias vulnerables social y económicamente. Se presenta con el propósito de plantear la inquietud para que pueda ser aplicada en otros sectores que actualmente viven una situación difícil debido a la pandemia de covid-19. Dado que esta crisis actual se considera como escenario de posible aplicación, explicar los pasos metodológicos y enumerar lecciones aprendidas abre opciones útiles para el lector y sus campos de acción.

ABSTRACT

Community participation has been put as secondary due to the management of the COVID-19 pandemic. This is despite the evidence of its importance in relation to equity and health promotion. Even so, there have been a number of experiences of community participation that can give us clues towards how to confront potential future emergencies focusing on health promotion and social determinants. The main aim of this article is reflecting critically on the role of community participation during the pandemic as well as extracting a number of ideas which could be useful and ensure a better management of a future crisis. They arise from evidence and experiences undertaken in Spain. In order to do so, it is key to build and maintain community networks whilst identifying common goals and the role that different community agents must play, adapting to different contexts and participatory assessments. Community action cannot be improvised: it demands time, resources and specific political willingness to make it sustainable and efficient.

Este artículo presenta la sistematización de la experiencia de acompañamiento a equipos ejecutores y adecuaciones metodológicas para la continuidad de las labores de asistencia técnica social de los proyectos habitacionales en contexto de pandemia debido a la COVID-19, implementada por la Sección Habilitación Social de Serviu Metropolitano (RM) entre marzo de 2020 y mayo de 2021. Se buscó resguardar la participación de las familias y comunidades en los proyectos habitacionales, apoyando metodológicamente a los equipos ejecutores del área social. La experiencia se caracterizó por la generación de espacios de encuentro y retroalimentación entre profesionales ejecutoras/es de entidades patrocinantes y supervisores sociales de Serviu RM, en torno a los desafíos y oportunidades para la participación social de familias y comunidades en contexto de distanciamiento físico. Respecto del rol de la supervisión social se instala la idea de un modelo de supervisión cooperativo. La experiencia da cuenta de procesos de innovación social con estrategias mixtas presenciales y virtuales, flexibles y creativas en el uso de herramientas tecnológicas que contribuyen sin reemplazar la presencialidad, a los procesos participativos, relevando el rol del trabajo social comunitario en el área de la política habitacional.Alternate : The article presents the systematization of the experience of accompaniment to executing teams and methodological adjustments for the continuity of the work of social technical assistance of housing projects in the context COVID-19, implemented by the Social Habilitation Section of Serviu Metropolitano between March of 2020 and May 2021. It was sought to safeguard the participation of families and communities in housing projects, methodologically supporting the executing teams of technical assistance work in the social area. The experience was characterized by the generation of spaces for meeting and feedback between executing professionals of sponsoring entities and social supervisors of Serviu RM, regarding the challenges and opportunities for the social participation of families and communities in contexts of physical distancing. Regarding the role of social supervision, the idea of ​​a “cooperative” supervision model is installed. The experience shows social innovation processes with mixed face-to-face and virtual strategies, flexible and creative in the use of technological tools that contribute, without replacing face-to-face, to participatory processes, highlighting the role of community social work in the area of ​​politics housing.

ABSTRACT

The third Global Patient Safety Challenge, Medication Without Harm, was launched in 2017 by the World Health Organization with the goal of reducing the already well-known severe preventable medication-related harm by 50% over the next 5 years. Nothing suggested that, two years later, the world would suffer a terrible pandemic, which has been a much greater challenge than the aforementioned one and that would put it to test from the first stages of the medication use process. The rapid pace imposed by the pandemic has created new risks in the use of medication in those affected by COVID-19 and in the population due to organizational changes in the provision of health care in health services. Therefore, prudent prescribing is becoming more important than ever in health systems. This article aims to analyze the main risks produced during the pandemic period and offer Primary Care professionals an update and a reminder of the main aspects related to the safety use of medications.

ABSTRACT

The invariable governmental approach to the impact of the COVID-19 pandemic has been to effect the White Knight stance of Don Quixote, defending the population from the "Virus Dragon" and dedicating its knight-errantry to the damsel Dulcinea. Though essential, new therapeutics, vaccines, physical distancing, rigorous hygiene standards and efficient health systems are not sufficient to counter the effects of the virus. Individual compliance to public health guidelines also matters, while remaining similarly insufficient to diminish the threat. Earthier, citizen-led, community participation strategies, however, lead to innovative, tailored solutions that better fulfil the needs of diverse neighbourhoods and assures greater virus resistance and increase in population health compared to a top-down, knightly approach or isolated individual efforts. The challenge of COVID-19 offers communities a moment to build more resilient, antifragile communities that not only survive the current crisis, but that thrive after it, and that are better equipped for the next challenge. This is not the time for the singular heroics of the White Knight, or the antics of Don Quixote, tilting at windmills. It is the time of Sancho Panza, which is to say of regular non-credentialed citizens, and their collective efforts, who up to now have largely been considered pawns in this contest. Asset-based community development (ABCD) rejects both the individual as an island and the institutional, knightly emphasis on assessing needs and deficits within communities. It favours identifying and mobilising available and latent assets within a community to forge closer connections among all people, the better to collectivise problem-solving efforts. Community-driven initiatives are assisted in this by localised not-for-profit agencies that practice subsidiarity.

Resumen (analítico) La necropolítica se fortaleció en Colombia en medio de la cuarentena causada por el nuevo coronavirus. Como respuesta surgieron diversas formas de protesta, dos de las cuales se analizan en este artículo: la movilización derivada del caso de abuso sexual a una niña emberá por parte de siete militares y la acción colectiva juvenil del movimiento estudiantil, en especial de la Asociación Colombiana de Representantes Estudiantiles de la Educación Superior. El estudio se basa en una aproximación sociocrítica y cualitativa que articula tres técnicas: revisión documental, análisis de contenidos publicados en Twitter y entrevista semiestructurada. Entre los resultados se evidencia que, frente a la necropolítica, la acción colectiva juvenil reaccionó desplegando su potencial transformador por medio de la combinación del ciberactivismo y la movilización «desobediente¼ en las calles.


Abstract (analytical) Necropolitics was strengthened in Colombia during the lockdown caused by the new coronavirus. In response, different forms of protest emerged, two of which are analyzed in this article: the mobilization regarding the case of sexual abuse of an Emberá girl by seven soldiers; and the collective youth action of the student movement, especially the Colombian Association of Higher Education Student Representatives. This study is based on a socio-critical and qualitative approach that articulates three techniques: document review, analysis of content published on Twitter and semistructured interviews. The results evidence that, in the face of necropolitics, youth collective action reacted by displaying its transformational potential through the combination of cyber-activism and "disobedient" mobilization on the streets.

Em resposta, surgiram várias formas de protesto, duas das quais analisadas neste artigo: a mobilização derivada do caso de abuso sexual de uma menina Emberá por sete soldados e a ação coletiva da juventude do movimento estudantil, especialmente a Associação Colombiana de Representantes de Estudantes do Ensino Superior. O estudo é baseado em uma abordagem sóciocrítica e qualitativa que articula três técnicas: revisão documental, análise de conteúdo publicado no Twitter e uma entrevista semiestruturada. Entre os resultados, é evidente que, diante da necropolítica, a ação coletiva juvenil reagiu ao mostrar seu potencial transformador por meio da combinação de ciberativismo e mobilização "desobediente" nas ruas.
